Notice to Alarm Companies
On May 1, 2013, the Arizona State Board of Technical Registration (BTR) started enforcing HB 2748, signed into law in the 2012 legislative session, which assigns statewide responsibility for regulation of alarm businesses and agents to BTR.
While May 1, 2013, is the day set for BTR to assume the responsibility for regulating alarm businesses and alarm agents, alarm businesses do not need to be certified until October 1, 2013. Any alarm company operating after October 1, 2013, must be certified by the Board unless exempted by law. (A.R.S. 32-121). Alarm system, Alarm Business, Alarm Agent and Controlling Person are defined in A.R.S. 32-101.B.
NOTE: LOW VOLTAGE CONTRACTOR FIRMS REGISTERED WITH THE ROC ARE NOT REQUIRED TO BE CERTIFIED BY BTR AND BTR WILL NOT, AT THIS TIME, ACCEPT FIRM APPLICATIONS FROM ROC REGISTERED FIRMS OR THEIR AGENTS. BTR HAS ASKED FOR FORMAL LEGAL ADVICE FROM THE ATTORNEY GENERAL’S OFFICE REGARDING THE ISSUES OF DUAL LICENSURE AND REGULATION.
The initial certification process for a firm, and its agents, will be as follows:
Step 1. The alarm firm must file an application for certification with BTR and identify a designated “controlling person” (A.R.S. 32-122.05) in their application. After the Board receives and approves the firm application a firm certification number will be issued and the firm will be notified that it has been approved for certification. Firms shall submit the application for firm certification and the application for their designated controlling person at the same time. A list of the firm “Agents” may be submitted with the firm application, however, “Agent” applications cannot be submitted before the firm and the controlling person have been approved by BTR.
Once a firm has been advised their firm application has been approved, it must submit a two year firm certification fee to BTR within 30 days to activate their certification.
Step 2. After the firm certification has been activated and the controlling person application has been approved, BTR will accept “Agent” applications from the firm.
Step 3. After BTR receives the required fee and completed Agent application, including the sign off by the designated controlling person, the Agent application will be approved or denied within 10 business days. (A.R.S. 32-122.06)
Step 4. BTR will send licensed alarm firms all certified alarm agent ID cards for distribution to their agents.
At its April 2013 meeting the Board set the following fees:
Alarm Firm application $20
Alarm firm certification $40 (2 years)
Controlling Person $65 (1 year verification)
Alarm Agent $130 (2 year application and certification)

NOTE: BTR HAS BEEN GRANTED PERMISSION TO ISSUE AN INITIAL ONE YEAR AGENT CERTIFICATION OR A TWO YEAR INITIAL AGENT CERTIFICATION TO AGENTS OF APPLYING FIRMS IN ORDER TO EVEN OUT THE AGENCY REVENUE FLOW. ALL RENEWALS WILL BE FOR TWO YEARS.

As of April 30, 2013, the Legislature was still working on bills and considering amendments. Legislative activity may require us to make modifications to our procedures after the May 1st implementation date. If that becomes necessary, we will notify firms as quickly as possible.
